Google translate. Look up to see how to convert to a Cyrillic alphabet
I am a bit rusty, but to me, the label looks Bulgarian as at the bottom the city is Sofia, which I assume is Sofia, Bulgaria. Would love to see pictures of the set.

I would guess the manufacturer to be "Svoboda."
The top translates as "Detsko Vlakche" in Bulgarian. When you Google it in Bulgarian you get lots of pictures of a scaled down passenger train.

apparently there is a Svoboda district within Sofia Bulgaria. hmm.
The word on the very bottom of the cover, below "svoboda", is "Sofia", so this is a Bulgarian set. Very nice!

Тhis is a very old Bulgarian toy train set, manufactured by T.P.K. "Svoboda" - Sofia. A few more pictures:
I'm not sure whether there were tracks in the set and if the engine was powered (probably by spring), but that is produced after WWII for sure and is at least 40 years old. I will ask in the local hobby trains forum for more info.

Thanks for everyone's input. I have been watching two or three of these languishing in fleabay for months at outrageous prices, most of them from European countries. $65-$99 for a three car set, 400 for the boxed set. Finally pushed the buy it now button on a mixed lot that included some other Western European pieces. 
I think I got my $10 worth even with $15 shipping from Sofia.
