Yes, it can, right out of the box. No additional equipment is required.
Also I heard that you can run legacy equipped rollingstock with some sort of control box.
You can operate both TMCC and Legacy engines (in TMCC mode), or any Legacy rolling stock that operates like an engine, with the addition of a TMCC or Legacy command base and an MTH cable.

When I figured out how the DCS variable channel worked I had a blast running my old conventional engines. I run them fairly often now because of how easy and well they run by DCS. I just put a few toggle switches on some sidings so I don't have to remove command engines from the track to run conventional. Enjoy those conventional trains...they have a lot to offer.
Yes, you can plug in four transformers up to 180 watts each. I have my track and yards split up using 3 Lionel 180 bricks for different sections.
I can run 5 diesel engines all with smoke on and a few lighted cars on a single 180 brick no problem.
