The overall plan shows 13 1/2 feet by 9 feet. From the photos, it looks like it was done with O-42 sized curves and O-27 turnouts.

 

That said, you should first determine your available layout space, including access areas. Next, decide on the type of track you want to use (Atlas, FasTrack, MTH RiteTrax, etc.) From the sizes available with those you can determine whether the basic track design can be done to fit your space.

 

The plan is interesting as was the article.

Here's what I came up with to get you started. The light blue section is elevated at 6.75" with a grade of 3%. Even though truck-mounted couplers can handle them, I eliminated reverse-curves (just because we can do reverse-curves doesn't mean we should.) Schematically, it is identical to the one in the issue. You would also need to put in access hatches or reach holes in some areas. I've also attached the section list, but you'll need to add some extra sections for cut straights depending on how things actually fit together.
