I won this on eBay just this morning; here is a photo I took off the listing:
As (I hope!) you can see by the photo, it has very nice details, including "open" spoke drivers and brake shoes, although non-Pennsy valve gear. It shows a Lionel-type drawbar, so I can only assume it was made before tenders with sound(?) The tender was not included in the sale...
I've checked other listings for 2-8-0s, and have found nothing that matches; the nearest I can find, detail-wise, are some "3rd Rail" models, which I know nothing about.
It's my hope that, upon arrival, there will be some sort of "builder's plate" on the bottom to identify the maker...in the meantime, any guesses?
