I believe first generation road engines were set up to run long hood forward.  All the CN, GTW, GT, and DW&P locos I saw as a kid in St Albans, VT were run that way.  I thought that was normal until I moved to Maine and I saw the use of short hoods being the front on the BAR and MEC.  I think short hood forward looks better and I run my locomotives that way even if it is incorrect.  

I run my RS-3 with the short hood forward when running east (clockwise), and the long hood forward when running west (counter clockwise). Don't see any other options since I do not have a turntable. One of the benefits of dieselization was that turn tables could be eliminated, thus saving money on labor and infrastructure maintenance. So the prototype railroads would have run them both ways as well, unless they had a two engine pair running A-symmetrically.
