Cannot Export .MTH file between iPads

I am trying to export my DCS app data file from one iPad to another, both of which have ver 4.0.0 of the app installed. I have tried the email method and the save to iCloud method. In either case I get an error when trying the import step "There was a problem during initial processing of the Import file." The iPad OS versions are 15.7.9 for export and 17.6.1 for import. The exported file is around 13K in size. I can open and view the exported .MTH file and view the HTML5 contents. I initially thought maybe both DCS apps needed to be the same version, but I fixed that by upgrading the export app to 4.0.0 to match versions with the import app. Anyone have any ideas?
