You can do a reset on the Program track or on the Main.   The big advantage on the main track is that you will immediately know if it takes. There's no sound or motion on the program track.  On my NCE system that is.

 

 The first level, simple things like short and long addresses can be done on the main.   You only need the programming track for the more complex programming.

 

Try and F28 Feature Reset. (or whatever key is Feature Reset on your engine).   Then start up the engine with the short address as Engine 03 using F3.  You gotta hit F3 more than once sometimes.   Do this a couple of times just to make sure it takes.

 

 If this doesn't work go into the manual and follow the directions to do a Factory/Feature Reset.  It's on p23 in my PS3 GP 35  manual.
