CJB Custom Painting & Designs can do that. Christine J. Braden repainted Walter Matuch's RMT (formerly K-Line)

Do you need a complete repaint or just a new lettering? If just new lettering you can remove the existing name with Poly Scale Easy Lift off, then just apply new decals.
This tender was lettered for Luxury Lines.

Nice job Pete. The locomotive looks like it came from the factory like that.
Should be a pretty straightforward DIY exercise - remove decal, repaint black, gloss if decaling, flat is using dry transfers, overcoat with dull or matte when done.
