I always thought they were for when the units were running as a DPU.

There's only one thing they could be -- marker lights. Not classification lights.
Some US railroads also have marker lights on their locomotives. They are illuminated to the rear when the locomotive is at the rear of the train, to mark the rear of the train. In freight service, this would be on a helper/pusher engine, whether manned or remotely controlled. In passenger service, it would be when the train is is Push mode.
Most US railroads have changed the rules to provide that a white headlight be displayed to the rear (with the switch turned to DIM) as a marker when helpers/pushers are entrained at the rear, because it is one less thing to maintain, and the locomotive is already equipped with it.
They are indeed marker lights when working as a DPU on the rear of a train. I'd have to re-read my DP rules to tell you if it's required or if we can use a headlight or EOT.
