Presuming scale wheels based on the forum page, this method won't work, but I will for regular 0 and tinplate 0 for example.

I put these wheels on a 12 gauge copper wire and run a hand drill wire wheel over them.  Works great for really cruddy wheels.  For the more scale like wheels, I've done similar to you, just I hold the rag or towel and rub the wheel to make sure it moves around.    If your wheels are metal, you could also hit them with the dremel tool wire wheel, but be for warned that thing sheds wire strands like crazy.  My feet were finding them on the floor for days....
