I'll tell ya . . . for someone who understands electronics, getting into these Lionel electronics for the first time is rather confusing.
PowerHouses and PowerMasters say they both "supply track power." So it sounds like they are both transformers. But they're not. It took me awhile to "find" out they're very different, and what they do.
The Legacy Control System (V1.6) Manual, page 8, talks about, and shows illustrations to operate Cab-1 remotes and Cab-2 remotes at the same time: Connecting them together using the cable that comes with the LCS, to a TMCC Command Base. That TMCC Base looks likes the 1L base to me. But the note says "Base 1L should not be used on a layout already utilizing a LEGACY base." The Cab-1L and Base 1L Manual says, "If you already have a LEGACY Base (6-14295), you can simply add one or more CAB-1L remotes to your existing LEGACY layout—no need for the Base-1L."
"You may use a combination of LEGACY CAB-2 and CAB-1L remotes with a single LEGACY Base. However, only CAB-1L’s may be used with the Base-1L. End result: I found my answer: I will remove the 1L Base and connect my LCS Base. That will allow the existing Cab-1L remotes and my Cab-2 remote to be used at the same time.
