Like the PRR, Lionel headed Congressional sets with GG-l's, as posted by PRRTrainguy.

 

Anything is possible, but diesels or steam on the Congressional would be nothing short of a miracle.

 

I vaguely recall a photo of a Reading unit pulling Congressional cars when something required a detour on non-electrified territory.

In the Post War Era ,the cars with the yellow( Gold I believe) stripes were in a Presidential series. They were cataloged 1962-66. There was a set with a single stripe GG1 No. 13078 . Gold Letterboards were marked Pullman, Vista Dome and Observation. Pennsylvania. Congressional cars , aluminum with tuscan letter board stripes as the prototype were in 1955-56 and Lionel offered Congressional sets with GG1s in those two years.
