Sometimes, it's a good idea to "retool" when business is down.  It places you in a better position when things start looking up again.

That and buying locomotives is not like buying a TV off the shelf at Walmart, there is a definite "Lead Time" between order and purchase, if you wait until you NEED it, to ORDER it, you will be waiting even longer to actually GET it.

  With the expense and long term investment that locomotives represent, they must expect business to pick up, and keep improving, or they would just struggle through with what they have for an anticipated short bubble, or lease more power if expecting a moderate upswing in business.
