Custom brass builder

Whilst perusing some newly received consignment brass models at my LHS, I discovered an interesting CB&Q SW1. The builders plate said Section House Models, Custom Built, n? of 10.

Has anyone heard of this builder? What can you say?

Drive looks to be a Samhongsa tank drive.
