Howdy! Probably a stupid question but what the heck, I'm new here. I'm intending to use the D-192 track plan when I double the size of my table and will be using tubular track. The diagram for the layout I have calls for 32 pieces of "O" curved track. Is that a 27" radius curve or what?

It calls for 32 OC, which is 0-31 track.
Also used are 4 half 0-31 curve tracks* and one insulated 0-31 curve. You will probably need to make the insulated curve.
*half curves are not actually "half" of a full curve (22.5deg), rather 30deg of a circle.
Sounds like I should be able to do what I need to do with Menards O-31. I'll probably look around for the special curves and if I strike out I'll cut my own. Thanks for the help.
Not every manufacturer measures the O31 diameter distance the same way, so don't be too surprised if the Menard's O31 does not exactly allow your plan to come together.

Thanks for the heads up. Hopefully I'll be able to find what I need with Lionel. I'm sure whatever I put together is going to need a push or pull here and there to get it right. I'll just be happy if when I'd done I can have three trains and a trolley all running at one time.
If you're not in too much of a hurry, clean used tubular track is generally available at meets for very modest prices, and track that needs some cleanup can be found practically for free. It's generally an "under the table" item, but sellers can hardly give it away and it's costly to ship.
