On the Dash Two NEW GP trucks, there are two struts on each truck, on opposite trucks from each other. Would have it made more sense for EMD to place FOUR struts on each truck?

OK, now after Rusty' post with the drawing, you must be referring to the "Shock-Damper" mounted on the cover of the roller bearing journal box. Testing found that what worked best was, one "Shock-Damper" on opposite corners of each two axle truck. The HT-C, three axle truck, had the "Shock-Damper" mounted on the center axle.
