Yes, you can.
You can use the DCS remote to control other brands...in conventional mode, using the variable outputs to raise and lower track voltage, that is.
As far as command control is concerned, the "other brands" will be Lionel TMCC and/or Legacy. In order to use those in command mode along with your DCS equipment, you'll need a TMCC or Legacy control box either hooked to your TIU (in order to operate with the DCS remote*) or on an independent connection to the track to be operated via their own remotes

That is a DCC controller, not a DCS controller. You can use it to control MTH PS3 (not PS2) engines in DCC mode.
