My loop is 26ft x 10. These readings were from my 3 rail set up running at 35mph all PS2 SD 70ace's Railking engines. This consist runs with no issues even scale 1 mph is good. TIU is REV L 4.20 single fixed channel that also feeds an identical 2 rail loop.The low signal reading concerns me some but again no runability issues. Is this an accurate test with these speeds? BTW my track is filthy and i may be pushing the limit here.

Not really. A DCS signal test should be done as slow as you can stand it. Ideally, the engine should be standing still.

Dirty track will often adversely affect the DCS signals strength.

Thanks Barry...next question, does the signal test sample from all 5 engines(almost 6 ft of track) as an average or does it sample from one?
Clean your track first, then worry about the signal strength.

The DCS signal result is from only the engine that is doing the test. If you want to know exactly how the DCS signal is calculayed and what it actually means, refer to The DCS O Gauge Companion 2nd Edition, page 56, DCS Signal Strength.
