I do remember reading about decals earlier as I initiated a question about decals. One response which I can't remember from whom , but he suggested a item which he purchased at a local hobby store that operated sort of like a ringer washer. You simply loaded a picture of what you wanted ( many sizes ) and then cranked the machine and out came your signage/decal with an adhesive backing applied. The item I bought was from Hobby Lobby called Creative Station which included 25ft of adhesive which will go a long long way. The lady there demonstrated for us and it looks like what I was looking for. Have not used it yet but as soon as holiday fuss passes I will be working on some signs after locating the exact older pics I wanted.   Another member of the forum had an idea that also is promising and less expensive and that was taking a mixture of 50/50 water and glue; apply  building areas and press on your paper image and squeeze out the bubbles and then put additonal mixture over top pic.
