with the word "decent" sets the bar at audience appealing at least in my book.

 

I would put the Lionel 2003,4 TMCC Southern Crescent set with diner and 2 car expansion pack.  I think it was a bit overproduced and can still be found at multiple dealers.  The diner and 2 car expansion may be difficult.  Lionel reissued a Legacy set of the same car set a few years back.  I have no knowledge of that set. 

Lionel came out a "El Capitan"passenger set. I picked up what was the last one I could find a few years back and thought that was a great value not to mention the quality was impressive to say the least.

Since then we have added a few more passenger cars, a "B" unit and a "Dummy" A. It is that set that got me going on passenger trains.

We also picked up a "Polar Express" set some years ago and have since added almost all the extra cars to that too. I was hoping Lionel would come out with just a LionChief Plus version of the Steamer so I don't have to buy another "whole" set.

The standards of premium sets has certainly went through many changes over the years, and the way they are sold. Of course I have great (and not so great) favorites of the past years in the Modern Era.

 

I love the Rail Chief set with the scale Hudson Lionel did in 1990, which was probably top of the line in that year. Though I also have Lionel's new Legacy version of the Southern Crescent, which is also very excellent. I also can't ignore the handsome Chesapeake & Ohio Yellowbelly and the matching Heavyweight cars from 1995/1997.

 

So, really, it depends on which time you want to settle with. Lionel has made numerous top of the line sets, and each, old or new, is very good in their own respects.
