What would be the plan to get these back on track?

Lots of variables, thus we shouldn't speculate.

Drag them back to good section of track?

No, as that could cause even more damage to the traction motor gear cases and other undercarriage components.

It looks like there is track along side the existing track. Do they use a crane and hoist over to that track?

Railroads no longer have cranes, so they may just call in the professionals from Hultcher, with their big side-boom cats.

Is there any set/standard procedure for rerailing these locomotives?

Again, that depends on the specific railroad and the circumstances of the derailment.
