That second "car" I don't think is an actual car. If you look at the roof it looks like there is a lot going on up there. I wouldn't be surprised if that was some kind of booster or power generator car. The low windows could be vents or air intakes. 

Is this the rail line that goes so high in elevation that the Passenger seats all have airline style oxygen masks under the seats?
