There is no way I have heard of to make a solid-state controller for the Gilbert horn.  There are so many Gilbert controllers available there has been no need to make them.  You should get a good one for less than $15.   Lionel's contoller will not work as the technology was different.  Ebay is an easy answer.

 

Commonly the speaker in the engine is burnt out, but there are a number of sources for replacement units and they come with instructions to do the work.  I suggest Portlines Hobbies at http://www.portlines.com He could probably supply the control button with its non vacume tube also.
