I have the Legacy Pilot version of this PRR 6-8-6; so far as I know, the basic performance of the TMCC and Legacy locos would be the same. I have both TMCC and a few Legacy locos, and I have never observed any difference between the way that each type "gets around", including low-speed performance.

 

I have a Lionel TMCC USRA 2-6-6-2 and a Legacy USRA 2-6-6-2, and the only difference between them is the sound. Behavior? One is as good as the other.  

I have to say that your experience is way different than my experience between Odyssey I and Legacy locomotives!

 

The difference between the 32 speed steps and the 200 speed steps is significant.  I don't get nearly the low speed control from Odyssey I locomotives as I do from Legacy locomotives.  Many folks, including me, have replaced a number of the older Odyssey I boards with ERR Cruise Commander M boards that offer 100 speed steps and smoother operation for that very reason.

 

The sounds will be much better for the Legacy version as well, the 2002 version has RailSounds 4, the Legacy sounds for the 2014 model added a lot better audio quality, as well as more running sounds.  Of course, the crew and tower talk is greatly expanded, but even if you don't use them, the sounds are far superior.

 

If you don't have either, I strongly recommend looking for the Legacy version.

 

 

I had significant signal problems with the 38028. I have a very large layout with a ground plain under the lower & upper levels. I added additional antenna under the tender which helped but did not completely cure the problem. It was the only TMCC controlled locomotive that did not perform satisfactorily. I converted it to DCS with whistle smoke and I now also have the Legacy version.
