We own the 6-36847 with chuff, bell, whistle, brakes, and crew announcements.  It was a nice add to the set (except for what to do with the old tender).   The tender on the 6-18754 looks identical in the catalog and has the same features.  The "whistle steam" part of that package has the engine blow steam out the whistle synchronized to the whistle sound from the tender.  Hope that helps. 

I don't know about those particular tenders specifically, but the differences between RAILSOUNDS(RS) and TRAINSOUNDS(TS) have been RS has better quality sound than TS, and RS is a sound on sound sytem, TS is a single sound system.

 

 With RS, the chuffing will continue if you ring the bell or blow the whistle, with RS you can have the chuffing, bell ringing and blow the whistle at the same time, without losing any of the sounds.

 

 TS, is not a sound on sound system, if you ring the bell while running the chuffing will stop while the bell rings, blow the whistle while the bell is ringing, the bell will drop out while the whistle blows, release the whistle button, and the bell will resume ringing, turn the bell off and the chuffing will return.

 

In short:

 

RS= Better sound Quality and sound on sound performance.

 

TS= Single sound system (Only one active sound at any given time)
