Just curious if they provide the alternating flash, or if pins 7 & 9 on J4 are a constant on light source.

Check page 5 of the installation manual. They flash when horn is activated in an alternating fashion.

Yep, I use them frequently for upgrades.
Another question on the Commander M, it states in the installation manual that it can drive 1.5 volt LEDs only. Is that a typo or is that actually the case? I prefer having my ditch lights be at max brightness, and it will bother me if the lights will be half brightness compared to the headlight.
I've never measured the current, but they've always been plenty bright for me.
