In my limited Railroad observation, it seems like the baggage cars did not have interior lights on when they were moving. I have removed the bulbs from all my baggage cars, unless it is displayed on a siding - loading & unloading.

I have disconnected all of the wires on my baggage cars. However, I have seen plenty of real life 1:1 Amtrak baggage cars coming into or leaving Chicago with the lights on running down the rails. It is very noticeable on the new baggage cars with their nice big windows and two sets of doors or side.

The Santa Fe baggage cars were often seen with lights on while running. Butterfly On/Off switch at each end inside by the door, sometimes passengers needed something from their luggage. Some were in messenger service so there could be at least one light on at his desk/bench. John
I do, but am turning them off when convenient. (Except for the car with the Train Baggageman.)
Its lights on for baggage cars on the Free State Junction Railway except for those couple to three baggage cars without pickup rollers.

I would run the cars with the lights turned on unless it is a question of power consumption because of a smaller watt transformer, then I would take the bulbs out.

If a car requires lighting then I light it. But, I can get away with that because I run relatively short trains.
I try to use a transformer with at least 80 watts of power for my trains, that way I have plenty of power. I use the smaller transformers for lighting power or accessory power.

I run with the light off but I like Gregg's idea - add a desk some luggage and a person or two and turn the lights on.
I do. I don't want the union trouble that would come if I made my tiny baggagemen sit in the dark.

Yes, but that's because I'm too lazy to take them apart and replace the lighting with batteries in the baggage car and LEDs in the passenger cars.
I run them until they stop working and then don't bother fixing them. My baggage car fleet lighting is "mixed".
