Actually, it seems to be a fairly decent proposal. The 151 billion cost also is a reasonable figure. I'd have to compare this to the Channel tunnel actual cost, but it's probably close. it probably won't happen, but it's an interesting idea.

But, wouldn't you agree that the Channel Tunnel serves a much greater ... much more important .... purpose?
No matter how they route new tracks, they have to be going through some heavily populated areas. I wonder how they choose the route.
Regardless, I don't think it will happen in my life time.

In any case, this study they're reporting on is several years old and the one with the proposed Long Island Sound tunnel came from some students at the University of PA. The 151B pricetag is for an entirely new 220MPH DC-NY-BOS alignment established within the most densely-populated region of the US. It amounts to the same kind of speculation as the "what would you restore if you won the current Powerball" thread, but with some actual "this-is-how-we-would-do-it-if-the-money-was-there" planning.
I tend to think the article itself was only posted as click-bait since big-numbers=eyeballs.

The "chicken wire" was put up after the earthquake that happened here in DC a few years ago. It's there to keep chunks of the ceiling from falling on the commuters and tourists below. Work was and is underway throughout DC to repair earthquake damage. The most notable and recognizable building that was damaged and has since been repaired is the Washington Monument.
Hmmm. with an earthquake in D.C., wouldn't one under Long Island Sound be interesting, if they hit the taxpayers for this chunk of change?
We have two proposals out here from So Cal to Las Vegas. Nothing ever happens, but just working on it makes people a bunch of money.
Japan could do it for about a hundred bucks.
