I was wondering if the shell of this tender is painted or has a decal been used on it. If it is a decal does anyone know where it is available.

It sure looks like simple graphics. We have a new sponsor, LBR Enterprises. They have many different O-Gauge decals. One could paint the stripe then apply decal, maybe.
Send Dave an email. His response time is almost unbelievable.

What is the "DR&G"?
What is the "DR&G"?
The predecessor to the DR&GW. Don't ask me what the initials stand for.

Ok then, what is "DR&GW"? Maybe you are referring to the D&RGW, i.e. the Denver and Rio Grande Western, whose predecessor was the D&RG (Denver and Rio Grande).
Are you wanting to replicate this scheme on another loco????
It's a fantasy scheme not a real D&RGW paint scheme.
It would be super easy to replicate by painting the yellow(?) band and using decals for the flying logo.
Why not replicate a real scheme???
We may have that decal in stock in the "S" decals which we can enlarge to "O". If not we can produce it new. Give us a shout if you need one. In black they don't cost that much ;o)

Gary,
Doggone! You do great work. And yet you will not reply to your email.
I'd like to chat.
God Bless,

It was a joke, a play on your rhetorical question.

Well sorry but, it sure didn't seem funny to me, based on the historical significance of the "Rio Grande Railroad".
