Droopy coupler

I just purchased a Williams by Bachmann 4-6-0 last week. I was able to put it on the track last night with a few cars, and the tender coupler hangs really low. Only about half of the coupler is in contact with my cars.

The tender coupler seems to be riveted, but I can't get a good look at it. Has anyone come across this before? Is this a problem with the WBB 4-6-0? Any help would be greatly appreciated.
