Last night I used 50/50 mixture of water and Elmer's white glue along with a small drop of liquid dish soap to glue in a real coal load onto a tender.   I have done this before and I thought it would dry overnight but looking at it today it is still all wet and somewhat loose.   Should I wait until it is all dry before I add another application of glue or put it under a small lamp to make it dry faster?

I'm wetting with a 91% Isopropyl Alcohol/water mix, and then gluing with either Woodlands Scenics Scenery Cement or Aleen's Tacky glue thinned with water. The Aleen's is a little thicker and really needs the ballast to be wet so it soaks in well. 

 

Drying Time: I let it go 24 hours and it's good and dry. The basement is a very dry room. It does not dry fast! When this is finished, I'm probably going through $100 just for scenery glue for ballasting over 300 feet of track. Yikes!
