I find that most of the dwarf signals I find have green over red lights is this correct. I thought red over green.

Most color rail signals that I have seen have the green on top: that dates from the old "Highball" signal era.

You might try a Google search for Railroad Dwarf Signals. Lots of information showed up. At any rate, railroad signals are generally all "green" over "red", with "yellow" in the center. Highway traffic signals seem to be "red" over "yellow" over "green".
