I set up a oval loop under the tree with the milk car (post-war) setup with coil couplers . When the uncoupler button is hit it opens and will close and stay
locked when I close it with my finger but backing the train up to close the coupler it wont lock the coupler
I have tried the same coupler with other car.. what gives?

Some time you have to back them up hard, but risk derailing. Sounds like the coupler is stiff. Maybe some rework of the coupler and some dry lube. G
For really troublesome couplers, I have removed the rivet and filed the internal mating surfaces to smooth the operation. This makes them close much easier, and if properly done, will also limit the possibility of them opening without prompting.
