Would I be correct in thinking that if I use Elmer's glue for flock and ballast on... say, the FasTrack Grade Crossings that it could be removed with soap and water. I like the idea of blending the plastic aprons into the scenery but I like to be able to put them back to original if possible.

Personally, I prefer Matt Medium, thinned to about the consistency of whole milk. First moisten the area to be glued with cheap 70% alcohol, then apply the thinned Matt Medium. Any changes made in the future can be done by simply soaking the area with cheap 70% alcohol, and the Matt Medium will become soft again.

I have successfully disassembled plastic buildings that I originally glued together with white elmer's glue. I merely soaked them in plain water and when they were "ready" they sorta just fell apart. The glue wiped off cleanly and completely.
Can't react to your situation but maybe my experience gives you some insight.
