Engine Lights Come on but can not add engine to Engine List

I have a 4 Truck Shay (MTH 20-3108-1 PS2) that the lights come on but will not add to my engine list nor will it function in conventional mode by either pushing the direction button or moving the throttle back and forth. Is there anything I can do to fix the problem. I tried recovering the engine but that did not work. I did this on my setup track and tested the track to assure it was working correctly.

If the lights come on right away before adding it to the DCS system, it's coming up in conventional mode. However, considering it also doesn't work in conventional mode, I'd say it's likely broken. Since this is one of the older ones with the 5V PS/2 board, it's likely it's gone for it's "final" ride until it gets a new board.
