All of a sudden I'm getting engine not on track on one of my layout loops. The engines when placed on my setup track and connected to the TIU that is also used for the layout works perfectly.  When placed on the one loop that I usually run I get engine not on track for both engines.  I checked the voltage on the loop and its 16 to 20 Volts. The TIU I'm using is the same as used for the test track.  Another thing is I cannot run the loop in conventional mode. The engine just sit there or they power up without using the Handheld and just sit there making engine noises. They do not respond to the handheld commands. Any suggestions what the problem is and a fix.  Also, I  cleaned the tracks to make sure the DCS signal is getting through.

 Sounds like you have a weak DCS signal on your running loop. You are using the same TIU for both. Are you using different channels for each ? Or are you just moving the TIU over and hooking on to the running loop using the same channel ?  When you are trying to run conventional. Are you shutting off the DCS signal with the remote ?  The engines may get the watchdog signal and remain silent. The track signal may be bad enough that they won't receive commands. This could be why you are getting the Engine not on track message. The fact that they power up with sound. Usually this means they missed the watchdog signal completely. Hitting start up should remedy this. But if the track signal is that bad. They won't receive the command.

 I'd try shutting off the DCS signal and get them running at least in conventional. Make sure they traverse the layout without stuttering. Then power off and turn the DCS back on. If still a no go. Try a different channel on the TIU if you are using multiples. Always make sure Fixed 1 is powered or use an auxiliary power supply.
