Is it possible to power 4 can motors with one ERR Cruise Commander board?

Possible? Yes. Recommended? Conditionally.
I've had successes and failures doing this. Many times it works OK, depending on the specific motors. Other times the performance really falls off, especially the cruise capability.

I have a Williams set of F3's A-B-B-A and only one of the A units is powered. So i was thinking about powering another unit to give it more pulling power.
My personal preference would be to install another Cruise Commander and MU them.

That is exactly what I did on my Williams two powered E7A units. A second ERR was installed in the trailing powered E7A unit, wired in reverse, and programed for the same TMCC number as the lead powered E7A unit. Thus, when "called up" in TMCC, both units power up, and respond as one unit.
