I don't recall that particular locomotive, but I've stuck them into some very small locomotives.  The worst one I think was the Camelback, I had to remove connectors from the motherboard and hardwire some stuff to make room for the CC-M.

Do you have pictures? 

Typically, the issue for small locomotives is you may have to change the heatsink mounts to cant the board, and sometimes you have to take some material off the heatsink.

If you're talking the full Cruise Commander, put it in the tender, that's where I normally put them.  For a small loco, you can also consider the CC-Lite.

Thanks guys, but I guess no-one has actually done this. Tender is out of the question as it is packed with the Railsounds electronics.

The ERR cruise board is double the size of the original DCDS board, and mounted next to the motor. I would think the cruise lite board would be too light duty for this engine. I will get some pictures and post to see if anyone has any ideas.

Cruise Lite is rated for 4 amps. That engine likely has a Mabuchi RS-385 which has a stall current of 2.5 amps. I have used Cruise Lites in engines with two of these motors as normal cruising current is less than 2 amps. Fuse for 3 amps and no worries. Not recommending this for others but I did it to prove it could be done. Chuck I assume you meant to say DCDR or Electronic E unit as DCDS were Odyssey boards.

ERR list dimensions of their boards. Compare the Cruise Lite with what you have. It will be taller given the piggyback R2LC but length and width should be close to what you have.

I have an SMR engine that was converted to TMCC via the ERR kit.  I also have a PS 2 upgrade to another SMR engine.  I also went the Proto 2 mod for my Kline Tank, Hudson, F3 (AA), and a light pacific.  I have not had any issue replacing on command system into another.  The electronics are becoming sufficiently small that the almost any command system can be fitted into engines from all vendors.
