Target loco is a Lionel Conventional Classics UP Alco AA set.

It currently has:

AC motors, digital horn and bell.

If I were to install an ERR AC commander, can the existing digital horn and bell be preserved? Or do I have to do an ERR sound commander upgrade?

Also, since I always run these as an AA set, I was going to install the TMCC boards in the dummy (if space is an issue) and put an electro-couper at the nose of each unit. Naturally, I'd have to install a tether between the units but again, I only run them together anyway.

While there is a way to preserve the original horn and bell, it requires the fairly new ERR Sound Converter board and additional wiring.  It's probably much cleaner to simply go with the ERR RailSounds Commander and get the full sound set.

You can probably put the electronics in the powered unit, but they will obviously also fit in the dummy.  To have directional lights and an electrocoupler, you will need a tether.  However, you can get away with a nice little tether if the electronics are in the powered unit, see the Minitronics 4-Pin Mini-Connector set.
