"... the rocks that support the tracks ..." Either that was dumbed down for the non RR public or the reporter made no effort to find a term like "ballast."

Alright then. So instead of ballast the contractor used some kind of aggregate (with fines in it). That is egregious disregard of railroad civil engineering practices. They're gonna' need a new contractor.
