If I'm not mistaken, those two cars are both FEC business cars. Since they were traveling without the generator flat, they were probably on a dead head move---
The reason they are in the back of the train is very logical, the passenger car frames(extreme frame damage in the front of the train) can't take all the weight of the freight train so the passenger cars are the rear of the train.
Why the cars are there is that somebody paid to have them hauled by FEC.
Not an every day thing but FEC does haul private passenger cars if you pay them for it.

This sighting was about ten years ago.
I have seen FEC pull strictly passengers cars before, even though there were only two cars.
One time I noticed that a train was sitting idle on US 1, directly across from the regional airport (Saint Augustine), The train consisted of a locomotive and two old pullman cars.
I pulled off the road to see (I was foaming over the pullmans). A conductor fully dressed (hat, full line of buttons down his coat) was waiting by the end car.
I approached the conductor and asked if I could peek inside, of course the answer was no. I guess the train was waiting for an executive from the airport.
Also the freight trains used to stop at the same location, there was an old bar & grill on US 1, I guess they would stop to get some grub.
I work adjacent to the airport and US 1 runs parallel to the FEC tracks (at this point in Saint Augustine). I see a lot of trains go by in my 30 years working at this location. It seems the trains with the longest consist are in the wee hours of the night. You can catch them about 5:15 AM rolling by the airport.

Sorry but, that isn't quite try. Depending on the terrain, many railroads out west used to place their business cars directly behind the motive power, in order to avoid slack on a roller coaster railroad.
