Any suggestions? I need some from almost ground height up to seven feet tall.

I’ve always liked the Creative Accents line from Scenic Express.
I use sedum plants, dry and cover with green ground cover and glue..or hair spray.
Looking for something like this? I was trying to make a town garden.
The bushes are WS clump bushes (1/4 to 1/2 inch but nothing you can't stick together to make larger) The white flowers are from WS flower pack (a little goes a long way) The tree I picked up at a meet (not sure of the brand) WS static grass and the dirt is coffee grounds. I dipped the bushes into glue and then sprinkled the flowers over the glue. If you are going for something 2 inches tall, I would think about making a wire armature and gluing the bushes to them. Otherwise it may look too dense, but your eye will tell you what's pleasing.

I like this one a lot. What do you use for the flowers that keep them from looking the size of a football?
@Forty Rod Tom - its on the post but the flowers are from a Woodland Scenics Flower pack (4 colors - yellow, white, orange and red flowers). The stuff seems like finely ground up foam. Fine but granular in feel. I suppose its more in how you apply the glue to the bushes to avoid the big clumps. I just lightly touched the bush into the glue keeping the glue from getting anything more than on the outer surface. I suppose you could use a pointed brush to apply the glue with more precision. After that its light sprinkling until you get the flower density wanted.

Great hint. Thanks. I'll get an order out soon.
