CB&Q Bill, I think you are referring to the model designation plates seen on Burlington diesels from EMD and from General Electric.  These were Burlington products, not locomotive builder products.

Are you a member of the Burlington Route Historical Society?  Surely that group has information about the stainless steel plates you describe.  Back copies of their Burlington Bulletin may be available online to members.  The design apparently came from the Burlington, and came into use the mid-1950s  Burlington Bulletin No. 10, which is entirely devoted to Burlington Route E-units, shows E8 9939B in October, 1955, without Model designation plates applied.  I believe that, in some cases, EMD applied them to newly manufactured E9 units, but am not certain.  You'd have to look at builder photos for that. Similarly, GE may have applied the model designation plates at the factory for Burlington's early GE units, but whether the plant produced them to Burlington specs, or whether Burlington shipped them to the builders for application, I don't know.

Burlington had almost no diesels from Alco or Baldwin, except for a small number of switchers. A 1963 photo of Burlington Baldwin VO-100 No. 9367 shows no plate.

The font is Railroad Roman, but as to which Railroad Roman, if you look through the entire Railfonts catalog, you may be able to find it.

I hope this helps.
