Is it possible to re-arrange the menu that pops up under the gear so that Reply with Quote appears at the top of the choices rather than Report Reply? It would be more logical that the function used most would appear first and reduce the chance of accidently reporting an acceptable reply.

NO.
The last thing I want to do is make "Reply with Quote" easier to use. We already get too many posts where a member quotes an entire post with a dozen images, only to say "Nice photos!" at the bottom.
