Hello. I'm running a post war layout. I have one ZW to power the four track lines, and another ZW for all the lights and track-side accessories. I'm getting a pretty good electric shock when I touch either the tracks or one of the street lights. All I want to know is how to measure that "shock" with a multi meter?

You're transformers are out of phase with one another most likely.
Use a multimeter to check track voltage. Get this done ASAP as this is dangerous!
Dontano - the short version is unplug ONE of your transformers and turn the plug 180 degrees and plug it back in. Either one - does not matter but just one transformer. You just switched the positions of the blades on the plug - thats all. See if your small shock is gone. If it is, mark both tops of your plugs with a sharpie or piece of tape and make sure in the future you plug them in the same way.
If you still have the small shock - perform the 25 minute description above.
If neither fixes your problem - unplug both and have someone look at it as in your local hobby shop. Do not continue to use it at all.
