I highly suspect you wouldn't think it so "cool" if you arose in the morning to find your auto covered with "art and expression" by an individual that merely has a need to "express themselves" via so-called "artwork" on YOUR property/possession(s).
THAT'S part of the issue I have with a "permissive/admiring" attitude toward vandalism. (Which is what "graffiti" is, regardless of its "PC" term).
Namely: Vandalism is just fine and dandy as long as it's not on YOUR property/possession. However, that's the point, the railroad cars running about the rails are not just there for kicks n' giggles... they are PRIVATE PROPERTY/POSSESSIONS and as has been said, it costs the owners SUBSTANTIAL dollars to repaint cars and re-stencil them.
I haven't a clue how members of our society have gotten to the point that overt vandalism has become acceptable as "art and expression", etc. Like I said, I'll bet those that feel it's "art and expression", even "cool", wouldn't share that feeling if it happened to THEIR property and THEY were stuck with the expense of repainting and such.
