With something that obscure (and ugly, although the rust and neglect probably play a role there), I suspect a bash is the only way you'd ever have a model of that loco. A K-Line Alco S4 switcher or similar small engine would be a good starting point.
NO westinghouse diesel switchers have been made in O guage yet. It's a very obscure model. When MTH released the AEGIR Switcher, I believe we were a bit lucky.
