I started looking and reading the lionel volume two 2012 catalog and in the first 6 pages of products I noticed they show on some the smallest curve a locomotive is rated for and also the freight cars. have I missed this in past lionel catalogs or is this something new where they will say a mikado 464 054 [only]  set minimum curve 054.

if this has been discussed before my apologies as I did a search and came up empty

They've listed it for indidivual engines for some time now, and for sets.  Often, when they list an engine as available separately they will list minimum curve requirements for both the loco and the cars separately.

And you can't generalize about what part of the set sets the minimum.  For example, the "New York Central Water Level Steam Set" (what a mouthful) on page 6 of '12 vol II lists the loco as O-54 and the freight cars as O-31.  The Norfolk and Western J Pocohontas set, on the other hand, is O-54 all around.  Buti n the Motor City Express (page 12) or the Blue Comet (page 28) the loco in both cases is O-36 but the respective cars it would pull are the limitation at O-54
