Walther's made a O-scale plastic kit for a steel water tower. The kit also included two stand pipes to deliver water to steam locomotives. It is no longer in production but perhaps a want ad on the Buy/Sell board will turn one up. I have one in my freight yard and it looks really good. This is not a photo of mine, but it does show the tank and the two stand pipes.

Dave Duhamels work is outstanding and competitively priced. His structures are all made of wood (lazer cut) and put together with precison and care. Dave is one of the only sources that I trust for structures on my layout. I scratch build just about everything else.

Thank you, belatedly, for all the comments.  I did end up getting the Weaver tower.  It is nice and is exactly what I was looking for.  I agree with Dennis LaGrua above that David Duhamel's stuff is terrific.  I saw his stuff at York I in the spring. Consensus was pretty much wow, nice stuff at a great price.  A friend of mine got the cinder loader and it looks great.  I think I'll pick one up at York this month.
