Small accident last night: the observation car was stepped on and the result was that BOTH of the axles on the rear truck fell out!!!  And the wheels came off of the axles too, which I don't think is a big deal though.

One axle has black, what I will call shrink wrap, on it while the other does not.  I can replace the wheel sets but wonder if it matters which axle is where within the one truck.  There's gotta be some reason why the one axle has that black 'insulation' and the other doesn't.

If you have this set, could you check yours and see where the axle with the black 'insulation' is located within the truck.  BTW: only the observation car's rear truck has the axles visible.

The insulation response above is almost certainly correct; "shiny things" is what tinplate is all about.

It's called "heat shrink tubing", for insulation and protection of electrical solder (and other) joints. "Shrink wrap" is that typically clear, thin plastic you get on things from the grocery store, and the like.
